Why not the Edelbrock Victor 2BBL intake with a new demon 2bbl carb? If they're not spec-ing a stock carb and stock intake that would probably be the best choice. I'd step down to a 200cc runner with that RPM range, but the head probably won't be that bad on performance unless you're looking for every last HP.

Get the compression up to 15+. The higher the compression the better 2bbl restricted engines run. Rod ratios at 1.8 or 9. 200 cc would help some but the 230's would work with the 427 cubes. 380 cubic inch motors are the most prevalent with 2bbl rules.

Don't go any larger than a 215cc runner, boost compression, and if it's gotta be an iron intake, get a "worked" one (i.e., pay big $), or just stick with the Canadian 2bbl intake if you can't find the really tall marine 2bbl intake.
As for "guaging" the carbs, your best bet is a fully blueprinted custom built carb that maximizes everything that the guages CAN'T measure, and is set up for that engine combo.
