Is there any way to roughly guess what the compression ratio is by the PSI reading on a compression test? (assuming the motor is fresh)

not really. cranking compression has too many variables. a 12:1 engine will have different cranking compression numbers with different camshafts. the "smaller" camshaft will generate better numbers at "cranking speed". if you could measure the p.s.i. at 6000 rpms, the "bigger" camshaft will have the better numbers...
