i am running a 400 bored .040 last year the tracks rule was 17 inches of vaccuum at idle this year it is 17 inches at 800 rpm and i can't pull it everybody i talk to about cams cannot guarantee that it will pull any ideas anybody, at 800 rpm i am pulling 14 at about 1000-1100 rpm i am pulling 17 anything i can add-on exhaust ect. to get it up please help thanks

Keep it idling at 1100 rpm since you have 17.

IF they dont specify an idle rpm in the rules then do like the previous post says and just idle it where you get the vacuum you need.
