Are the idle mixture screws functioning? By that, I mean do they affect how the car runs?
Obviously, if you're having to turn the idle up that far, you're not on the idle circuit anymore, but I'm thinking you may have something causing your idle circuit to not function. Maybe dirt or something got in there during shipment or sometime between when we did the carb and tested it and now?
Try removing the idle screws and spraying either carb cleaner or even wd40 through the circuit to make sure it's not plugged.
Also, I assume you're sure you have a proper fuel supply and fuel pressure at idle? I know, that sounds obvious, but I gotta ask...
I doubt the carb would be THAT lean and if it was, it would be worse at higher rpms, not better.

Let me know and we'll see if we can't nail it down to something small. I'm thinking it's just a plugged idle circuit.

I'd have to see it to find out what is wrong then.
Send her back, I'll fix it for free.

Without knowing exactly what jets, PV and air bleeds are in it right now, I can't tell ya what to check for or why it'd be doing that unless I see the carb.

Sorry for the inconvenience, but we'd be glad to fix it and make it right.

Well, I feel stupid right about now. :-). What I can't understand is how I could've ever let that happen.
But I'm glad you found the cause, and hope the carb now works as it should.
