i'm still new in the engine building and i heard someone say something about building a motor loose. can someone tell me about this?

That is just what people say when it comes to oil clearances for the rod and main bearings.

The more clearance for oil, the more loose it is.

For example:

If the factory tolerances for connecting rod oil clearance is .0015" to .00035", you would select a bearing that would give you .0035".

Same goes for the main bearings.

A loose engine is better for racing.
