i cant seem to idle my carb and lower than 1200 my old holley i could get down 1000or 900 any good thought to get it lower same size carb 950 new one is a willys

It has to do with the idle circuit being set up properly so that you get enough of a vacuum signal with the butterflies closed down further that you'll still pull enough fuel at idle to keep the engine running.
a 950 carb is really large, and it has to do with how the boosters are set up too. Willys may have built the carb differently than your other one, and you won't get enough signal any lower than 1200rpm on some carbs like that.
The only way I can help further is to see the actual carb.
