what would be the measureent for a sbc piston that is 0.40 over or even 0.30 over ?cause if the block is 40 over the piston has to be smaller right?

Depending on the brand of piston,it varies from .02-.05 smaller than the bore size.

Typically,

.020" over = 4.018"-4.0185"
.030" over = 4.028"-4.0285"
.040" over = 4.038"-4.0385"

Basically, with minumum clearance of .0015"-.002" it gives a true '30 over'. Most pistons (Federal Mogul/Sealed Power and Keith Black hypers) that I've seen come up .0015" smaller than the overbore size.
