Asking a question like that is going to invite a different opinion from everyone. There are many carbs done by many builders that are equally good. There's also many out there done by those same builders that have owners who are not so good at carb tuning and will sit there and bad-mouth the carb builder when it's not the builder's (or the carb's) fault at all.
Basically, the best thing to do is to look at what you'd like to spend on a carb and to remember that spending the most you can won't necessarily get you the best carb in the end.
We recommend to all our customers to look around everywhere they can and pick a carb that is backed by a builder who has unequalled customer support after the sale, as well as one who sells a product that is consistant, easily dialed in to the motor, and then.....narrow THAT list down to the carb builder who will offer discounts and special treatment to returning customers, as well as other incentives such as contingencies to EVERY customer.
We think your list will become quite short.
So to answer your question, an alky HP series carb that is custom built from scratch specifically for your application(s) is going to serve your needs without breaking the bank. Custom built carbs tend to be significantly different both on the dyno and on the track than an off the shelf "fresh outta the box" Holley.
