Up until this year wedge or weight jacks were not legal. We used adjustble spacers.

I just got done scaling my car, and I found it rather simple just to move weights. I could place the weights anywhere on the chassis and get my percentages, then when I had the percentages right, all I had to do was mount the weights. This way I had to make no modifications to springs. If you need to change your percentages alot (like I did), I found (at least on my car) that the weight jacks moved weight, but none very much at a time. I had 54.4% crossweight, 57.1% left side, and 56.9% rear weight. It took me about an hour and a half to get it to 49% cross, 53.1% left, and 53.1% rear. And the car now drives very easy.
