I have a street stock with a 2x3" square tubing rear frame clip and would where the front of the rear spring brackets are be better to mount them to where the springs are running uphill or level?

I watched a car run last season in the street stock class and his car was set on a rail and I got a peek at his rear springs and they are running deep uphill where the spring brackets are and was wondering does it help get better traction?
