Has anyone ever heard of floating a right rear spring either on a street-stock or a hobby-stock?

If so what is your opinion of what that means?

I believe this is refering to a leaf spring set-up that allows you to fasten the axle to the spring w/out transfering the torsional (twisting) effect to the spring. in other words, floating the RR causes all of your differential torque to be handled by your LR spring. hope this helps..
