when mounting upper a arms on a metric frame
should they be mounted parallel with the lower a arm mounts and how high off the frame should they be?

Depends on the spindles you use, arm length offset and what your desired caster is. My right side is pretty straight while the left is angled forward a bit.

If you use cross shaft style upper a arms then position them so they are parrell with the lowers and the right side will be farther to the rear than the left depending on the ammount of caster you set it with. Also set them up with about 3 shims or so when the caster and camber is where you want it so you have room for adjustment.
