Who somebody please explaing to this novice just what this tool does, how it's used, etc

bolt stretch is a more accurate way of determining the proper amount of "tightening force" applied to fasteners than bolt torque. when a bolt is "torqued", bolt head friction, thread condition and other variables can cause the reading to be misleading.

a rod bolt stretch guage reads the distance that the rod bolt is stretched when it is "torqued" down. rod bolt manufacturers have a set length to which you should "stretch" the bolt to assure that it is properly tightened.

Never have used one, so I still have ?s. The tool can be placed "around/across" the bolt after the rod has been attached to the crank?
