I have built many street stock engines using the (2) bolt blocks, using 305 heads (blueprinted), cast pistons, stock cast crank, cast steel unaltered intake (rules), etc., and have them turn 6700-7000 all night long and live. Had to pull 17lbs of vacuum and run stock flat tops, etc. Used a Comp Cam with approx. 274deg. intake, 268deg exhaust and a set of fast bleed lifters. I only had about $500 bucks in each engine and was competitive in a 3,300lb car burning Amoco mixed with tolulene. All depends on your track rules, etc. If you pay attention to detail, you can build a good economical engine and run up front. Car setup also helps with the power package. The 400 crank setup would involve more work to the block for clearances, etc. Don't know if I'd invest that time/money in a claimer motor. In addition, if you have an cubic inch rule, the 400 balancer is dead give away, unless you spend money on a good balancer. Hope that sheds some light.
