im building a short block how much should i expect to speend

There is no way to intelligently answer that question without knowing your motor rules and how well you and your competitors adhere to them.
In other words if you are required to run a stock bottom end and a 1" inspection hole (that is routinely looked into), you are talking about machining costs mostly.
But on the other hand if your only required to have a cast iron block than the sky is the limit.
I would imagine your rules fall somewhere in between (between $3000 and $12000 for a winning motor, between $1000 and $6000 for a winning short block).
Post your rules and you should get some useful answers.
