This winter I am planning on freshening up my Olds 350 for my street stock. Under what circumstances would I need to go with a high volume oil pump? Would it hurt anything to put one in if I didn't need it?

Also, my engine rules state "Engines must be stock appearing. No aluminum intake. Cast iron exhaust mainfolds only. Factory O.E.M. carburator and distributor." What can I do (cheaply) to increase the power?

First, on your specific question.
HV oil pump? - Oil is the life blood of your engine. You shouldn't just go to a HV pump unless you have prepared the engine to handle the extra flow. With that being said, I would go with those changes.

Second, your rules seem to allow many modifications that would get you greater HP and engine longevity. Get a good set of heads and CAM to match. There are cast iron intakes that will work well, look for those that were used on trucks or big cars. I would spend the money on getting a big CFM OEM carb that has been worked over to the greatest extent that your rules will allow.

I could go on and on but ...
My priority would be:
1) Good heads with big valves
2) CAM and valve train (match with heads / valves)
3) Quality CARB & truck style intake
4) Balance it
5) Oil system
6) long rods / pistons
7) good crank
