If there's no cubic inch limit OR carb limit, then the previous answer would definitely be the way to go (500ci), but since you are bound to a 2bbl carb, any cubic inches over about a 406 or so (i.e., big blocks) will really only be carrying around a lot of extra front end weight.
My recommendation would be to either go with a 6" rod 383, a 5.7 rod 406, or a 6" rod 358.
The key here to a winning combination is going to be in your head work, cam choice, and how good your carb (and whole induction system, for that matter) breathes down those relatively long straights.

Usually, a +.040" 350 is referred to as a "358", but there are other ways of making that displacement as well.
the 6" rods have nothing to do with displacement, btw, they only change the piston dwell time at or near TDC, thereby slightly changing the power characteristics of the motor.

a 350 cfm 2 barrel carb is better than a 500cfm crb just my 2 cents worth

I have run a couple 500 holleys and they were great carbs with good power. Not sure what was wrong with the one's that you have run.
