What could cause my engine to idle at 500rpm when cold but then it jumps up to 1500rpm when warm?

I have a KSE belt-drive fuel pump running on alcohol.

All ideas appreciated.

IF YOU ARE NOT RUNNING A CHOKE ON A STOCK CARB IT CAN DO THIS. MY CAR HAS ALWAYS DONE THIS I JUST SET THE IDLE WHEN WARM AND SET IN THE CAR AND KEEP IT RUNNING UNTIL WARMED UP A LITTLE ABOUT 1-3 MINUTES.
