Replaced a burnt up ps pump, found that the
return line was collapsing.

I installed the new pump, fired up car,
pump seemed to work fine, turned left 1/4, then right 1/4, I thought hey this is great,
then I turned the wheel all the way to the right and BANG! no more power steering.
The pump was still turning though.

So I take the fitting out of the pump and
the screen on the internal fitting was all caked up with black stuff, new hose dirt I'm guessing... anyways I thought that was the trouble and cleaned it out real good, replaced it and nothing.

This is in a rack&pinion steering, I started up the car and pulled the feed line loose off the pump and it was pumping out
fluid, then I puled off the return line at the pump and it was squirting out fluid.
Then I disconnected all lines from the rack and blasted them with air and I got air all the way around.

Do you think my pump is hosed or is there something broke in the rack? I don't know how the rack&pinions really work but I know that it worked fine before.

Also with the car jacked up and turning the wheel, car off, I can see the fluid level rising and falling in the pump res.

Any ideas would be appreciated!
