If you're running regular street (DOT) tires the "60" only refers to the aspect ratio. The sidewall is 60% of the tires width. As far as tire pressure, every car is different. Metric cars are very popular at our track but if you were to ask what tire pressures they were running you'd probably get a dozen different answers.

I run a 275/60/15 on arrow 8" wheels the tread is slightly wider than the wheel so I would say it would be safe to say that you could run a 255/60/15 and 245/60/15 on a 7" wheel you can get about 1 1/2"s of stagger running these 2 sizes give or take depending on brand name.
