Ok every engine comes down to one part choking the engine the most. Running the following set up in a 355 SBC. What is the restrictor?K&N filter 500 cfm carb marine high rise intake Vortec 062 heads 1.94/1.5 ram horn exhaust manifolds And lastly, what is the best solution to fixing it.

Probably the port match between the early style intake and the vortec heads.

I'll go with the exhaust manifolds first and intake to heads as second biggest problem. What size pipe and how long after the manifolds? Do you have an H, X or Y pipe in the exhaust about 3-4 feet behind the engine? That will help scavenge poor flowing manifolds or heads (but the Vortecs should be at least ok).If the 500cfm carb is a Holley 4412, you should be ok carb wise. Quite a few classes limit cars to that carb.. even with 400+ CID and they manage 6500rpm out of them.

Ok....sorry for taking so long to get back. 500 cfm Rochester carb is the max allowed by rules. Exhaust is 2 1/2" and it at max 5' from manifold to end. And no we are not running an X, H, or Y in it.
