hey guys...my buddy just picked up a 95 caprice that is fuel injected...runs like ****...is there a cheap way to bypass all the computer controled emissions and sensors for the fuel injection? or a cheap way to carburate it?

My old motor came out of an early nineties caprice with F/I. I pulled the intake, and on the advice of another racer, took a standard 350 intake (70-something) and made the center two bolt holes on each side sort of egg shaped until I could get the bolts in. Just be sure not to tighten them too tight, as they don't sit flat anymore. Mine worked fine like that, no vacuum leaks. Then just tear the rest of the computerized cr*p off and go.

sounds good , but what about the fuel pump?
and will the older HEI distrib work on one of these new motors?

HEI distrib will work fine. As for the pump, it's hard to say, some do some don't have the fuel pump eccentric. I'd have to assume it's a roller motor too (mine was). I just ran (less than legally) an electric. They do have the mount there, with a cover on it so you should be able to pull it and see if you it's machined for the pushrod, and even see the eccentric. On another note, the same guy that gave me the advice to egg shape the holes also said he's seen guys running them without the two center bolts and not have any leaks but I was more nervous about that so did it my way.
