I have a 22 gallon fuel cell and no foam. I bought 20 feet of 4 in drain tile from Tractor Supply for $2.30 for 10feet.

Cut it into 13 1/2 in sections.

Stood all of em up with the execption of laying them down on the side where the pick up was.

This was surely cheaper than buying wiffle balls.

It was recomended to me by of all places, the speed shop, that I cut the top and bottom off of old oil bottles and/or anti freeze jugs and stuff them down in the cell. Works great.

The theory is, that if you split the cell, the fuel won't run out or splash out and spread over a greater area. I think the cell shouldn't split anyway, but if it does, the foam should help keep it from splashing out some but it depends on what forces are exerted on the cell at the time it is opened. The foam will turn old eventually and if you don't replace it before it needs it, you will have a fuel line full of foam.
