I currently have 2 14", 200# springs in the rear of my 79 malibu. The frame heigth is 11". Should I heat the springs to lower the ride heigth or purchase some 11" springs? What is the correct procedure to heat them if that is the answer?

You should never heat up a racing spring or any spring. Go out and get the 11" spring you might have to use spacers to tweek the height.

I can go with the 11" and a spacer. Do you use the same spacer as the front or do you fabricate your own?
