is one a revers thread? I had a rear end that was like that once. But ya sometimes they might go on hard, i've had to use a screwdriver and a hammer to tap it on around. Has the rear end been hit?

No reverse thread, As far as i know the rear end is in good shape. The nut i put on the left went on that side hard but the right side easy, so i bought a new one and it went on hard on both sides.

If the nuts are plated and have never been on the hub, they will be tight until the get worked a few times. I had that problem with Speedway nuts and had to work them back and forth until the plating is worn off the nut threads. I wouldn't force them on the first time. Aluminum nuts work better because they have no plating.
