I'm running 4-link lr. My birdcage has two mounting holes on the top. One is 1.5" closer to the axle. If I keep the bar angle the same (19*) and just move it to the bottom hole on the birdcage and down one hole on the mount. Will my timing change? or anything else?

The indexing will quicken with the lower holes on the bc, this is helpfull for a car on dryslick with lr behind, you can use it to help add some lr drive to the car. That is the main reason for the adjustment.
For tacky i run mine in the top, and back(mine have two sets of slots), and for slick i put a bar in the same hole on frame, but in the bottom of the front slot, that really helps to increase the indexing, and adds some angle to the bar at the same time.

If you change holes from the top and move to the bottom hole with out making it longer.
You are going to pull the top of the bird cage forward and push up on the spring.
you will need to change lengths to keep your ride height and lr bite, also with out making it longer, You may over index the bird cage and get hung up.

What if I move it down 1 hole on the birdcage AND 1 hole down on the frame at the same time, keeping the angle the same. Will that do anything?

Yeah i forgot to mention what donslink said, keep the bc in the same position, so that the wheelbase and the index at ride hiehgt is the same. also watch to make sure you dont over roll the cage, it will break stuff and hold the car up in the air.
if you go down on both, keep the angle the same, and the wheelbase the same staticly, and the cage in the same spot(at ride hieght, so your not compressing the spring more at ride, this will change your static wegde without you knowing it).
it will cause the indexing to happen faster, and the car will gain upper bar angle a little quicker.
