are you trying to turn the tires on smooth floor or rough concrete? it is hard to turn the car on a concrete driveway. also when you do it that way the settings are not very accurate. use some big vinyl squares sandwiched together with grease in between them under each front tire and this will help.
to make sure its not a steering componant jack the car up and make sure it turns ok with the tires off the ground and the car not running.

dirtrunr has the right idea. Even placing a piece of cardboard under the front wheels will help it turn easier. Basically a poor mans turn plates.

I know this feeling !!! I was lucky to find a set of turn plates. I know some of my buddies have used steel or alum plates and greased them. Before i found plats was thinking of lazzy susan bearing plates for doing this. The quickers really make them a tank to try and steer.
