What is the average starting point for a upper link angle for a 4-barLR?
I can get over 30*

I'd start at 15-18 degrees and go from there (probably 15 degrees would be best). Remember, as the car rolls to the right, that angle is going to increase significantly. Jack it around in the shop and see how much it moves.

If your tracks are usually heavy or have some decent grip, Id go around 15-18, if they are usually dry and slick, prob try more like 20 or so. On our car we have about 22-23 but when the driver gets in your back to around 18 or so.

Sounds about the same as the late models run?
I thought with these rock hard small tires more angle would be better,but i think i am wrong!!!!!!!!

There's always a tradeoff with chassis setup. The more angle you put in, the better forward bite, but the looser you get in the middle.
