My swing arm bars are 17 inches center hiem to center hiem , was thinking about running shorter ones , thinking about 15 inch bars , I know these will react quicker but what else could i expect , pros and cons please , Thanks for any help

Your right, it would react quicker, but you also need to check and see if the distance between the motor plate and the rear end is still legal. Started to shorten mine on a previous car, but it made it illegal (for IMCA anyway). You would need to hack the driveshaft too. Otherwise, just check for clearance and alignment (so the j-bar or p-bar lines up okay).

What I would do instead on a swing arm car would be to shorten the radius rods. Several companies make brackets that bolt in for around $50.00ea. It would give you a similar quick reaction and keep everything else in alignment.
