I thought these were interesting...just posted them for general info for everyone...

SECTION 3. No person who owns, occupies, or otherwise has an interest 1
in any building construction within two and one-half (2-1/2) miles of a 2
preexisting motor vehicle racing facility may file any nuisance action against 3
the owners of the preexisting motor vehicle racing facility. 4
SECTION 4. A person may file a complaint with the Arkansas Department 6
of Environmental Quality alleging excessive noise produced by a motor vehicle 7
racing facility. The complaint must be accompanied by a report from an 8
engineer licensed by the State Board of Registration for Professional 9
Engineers and Land Surveyors stating that sound wave data was collected from 10
at least ten (10) events at the motor vehicle racing facility which resulted 11
in decibel readings of at least seventy-five (75) decibels for over six (6) 12
hours at a distance greater than two and one-half (2-1/2) miles from the 13
center of the facility. If the department determines that a motor vehicle 14
racing facility has produced excessive noise it shall recommend corrective 15
action for the facility. The department shall levy no penalties nor take 16
legal action against the facility. 17
SECTION 5. The Arkansas Department of Environmental Quality shall 19
periodically inspect motor vehicle racing facilities to determine whether oils 20
and other material used at the track are disposed of safely. 21

It would virtually be impossible to shut a track down due to noise with this bill in effect.
