A friend has a hopped up motor(headers, intake, cam) that fails emissions. Is there something he can put in the fuel to pass, like 5 gallons of E85, maybe? Thanks in advance.

Race car or street car? Try to lean the carb out.

retard the timing and idle engine up to 1100 rpm. by retarding timing you are getting combustion closer to tdc and engine will run cleaner.
