The balancer is bolted to the crankshaft. The piston is bolted to the crankshaft. When the piston gets to TDC the timing tab should indicate "0". The timing chain and the camshaft do not have ANYTHING to do with those other two parts. When you changed the keyslot to the + or - all that you affect is valve timing, which is the relationship of the valves opening and closing event to the position of the piston.
You can make a piston stop out of an old sparkplug and get your timing tab set PERFCTLY with your balancer.

Yes an old spark plug and a 3/8 tap and a piece of all thread.Eljojo does it the same way I do. Install piston stop rotate engine one way til it comes to the piston stop(in #1 cyl.)mark it,rotate the other way mark it dead in the middle of those 2 marks are T.D.C.Bend timing tab accordingly.

if your timing tab doesn't line up when the motor is at TDC then you need to remark the balancer and use that mark (make sure that your balancer hasn't spun )

Stock harmonic balancers, or even aftermarket stock style ones, have been known to have the outer ring slip. Scribe a mark on the inner part that lines up with your timing mark. Check the alignment of these marks about once a month. If they don't line up - replace the harmonic balancer.

be careful when using the advance setting... a lot of cams are ground with 4 deg of advance built in... the straight up or retarded setting will make the car smoother and easier to hook up.
