when a engine is being pumped to checked for cubic inch would there be any differents if the motor was turned over with the starter or the car was pushed in gear

How fast are you pushing it and what gear is it in??If you are turning the engine at the same RPMs it shouldn't make a difference because you are displacing the same amount of air in the same amount of time.If you turn the engine slower(I bet I get arguments here)you could get a different reading.This is due to volumetric efficeincy and cylinder leakdown.

a few years back a friend had a high rev mini starter on his car and couldnt pass the pump test. He put it in 3rd gear and it slowed the starter down allowing him to pump a legal ammount.

it matters how fast you turn the engine.
