some guys will tell you that you don't. they maybe right, who really knows???
personally, i would (and did on my engine). gm put them there for a reason - to avoid pockets of air/steam building up at the top of the water jackets near the top of the cylinders. i would think that if you contacted brodix or got a copy of the installation instructions, that they would recommend that the steam holes be drilled (i know our AFR heads did).
we drilled ours and have run 3 seasons without them causing a drama, but i have not run an engine without them so i can't say otherwise.

Plug them with cast iron pipe plugs. Makes the deck stronger.

I plug both the steam hole and the core plugs in the deck, redrill the deck back to the gasket size. Most of the times the 400 steam hole will crack at the bolt hole and plugging them helps the deck to be stronger. The 350 deck should be plugged also.

The good felpro gaskets do not the holes in them. The holes are for driving in traffic.I have never had a problem running heads with no steam holes.

Steam holes in the heads are for street driving. You don't need steam holes in the heads for racing.
