Can anything be done to this Carb to improve performance. I bought it last year, it is an Alky carb ran on a Ford 347. Just seems like it runs rich all the time. Plugs are black. **** near have the smallest set of jets in it. This carb takes them oversized jets that only go down to 130's. What can be done. Do I need to send it off to be re-worked?

I would use a vacuum gauge to make sure you have the right power valves in it for your application. Also, have you set all four corners with the idle/speed up method...verified that you have the transfer slots correctly exposed? Lastly, for the rich/lean...I would recommend installing a C&S rich/lean indicator and tuning it that way. That should be a great carb.
