I've heard of people shortening left rear trailing arms on coils spring cars. 1) What does this accomplish? 2) How much do you shorten it?

It`s called rear steer and most tracks won`t allow more than 1 inch difference in wheelbase from left to right side.
It`s called rear roll steer to be accurate. The idea is to shorten the left wheelbase slightly to help the car through the corner.
