I am going to paraphrase JD Kramer's post on Hosehead's DTR-SC Message Board, but here is the direct link:
JD still hasn't recieved the games for shipment for orders placed through www.ratbagracing.com. He has said that ANYONE that wishes to cancel their order can do so (instructions in that link) Credit Cards have NOT been billed yet.

Those that are unfamilar with JD Kramer, let me explain a little about who he is.....
JD began consulting with RatBag shortly after DTR-LM and they decided to do a sprint version. He busted his butt in order to secure the rights to use REAL TRACKS and REAL DRIVERS as well as the WoO name and announcer. He was also heavily involved in pre-release marketing. ( If you saw the simulators that he owns at a racetrack or on TV, chances are he was standing very close at the time ) In return for his efforts they set him up with a website to sell DTR-SC and a promise that he would recieve first shipment once it was released. Apparently the promise was never kept and he is rather upset about it.
JD is one of us folks, a racer to the core. He grew up in sprint car pit areas from coast to coast, spending the latter part of the 90's on the road as a wrench for Jeff Swindell. Be as mad as you want, but be easy on him....he seems to be caught up in some miscommunication between RatBag and WizardWorks.
