you should search the web using your local tracks names. if they have a site it should give u regulations, specs, ect...
talk to drivers in your area get help on building hints and I would recomend a honda of any year or a ford probe or mustang.
I race a '94 probe that I baught race ready (a good idea to buy ready to go) it has won 4 of 9 events with two amature drivers under 19 myself being 17. should be able to buy a used car after race season for little or nothing. just talk to local drivers.

buy a turnkey car to start out and spend your time and money on learning to make it
handle. also important is getting good tools
and all the incidental equipment you'll need.
there's a lot to learn and do on a regular
basis than just jump in and drive.if the engine runs good don't mess with it. the biggest mistake most rookies make is thinking
the engine has to be the biggest and best, it
isn't. get it to handle and learn to drive it
IF you think it handles good you are not trying hard enough
