I have to put a drum 9" rear under my car to replace the floater rearend. Where should I measure on the floater to get the same track width in the drum rear?

it's still the same measurement on any rearend. wheel flange to wheel flange.

I am going to keep the floater for awhile..who knows, the tracks may come change their rules midseason.

I just bought a 9" floater housing and axels. How much will it cost me to get the rest????

I did not buy mine new but, looking at JR Motorsports Catalog they sell Winters and PRC components...Hub kits (hub and disk) are $300 per side...You can probably get metric brackets and spring seats for around $75-$100...they have a brake caliper kit for $150...look on eBay and the other sites...I've seen some components on those places.
